I guess I have to somewhat disagree with this one. The change itself may intensely matter and it may takes time to process through them with a healthy or effective response. Perhaps the word ‘react’ throws me off here. Reaction is an initial response, usually a sudden bounce, like a chain reaction. Maybe the word you are going for is ‘respond’?
